Social Security Agreements

Social security agreements are those concluded in order to protect and ensure the social security rights of the citizens and employees of the party countries on a reciprocal basis.

While the provisions may vary between countries, the following benefits generally arise when social security agreements come into force;

  • They ensure that the persons covered by the agreement are treated equally in terms of their social security rights and obligations.
  • They make it possible to combine the periods of service in the contracting countries in order to be entitled to the social security benefits provided for in the legislation of the parties.
  • The social security legislation to which employees of the other contracting party on a temporary basis, self-employed and located in the country of the other contracting party, members of the diplomatic mission and persons who are in the country of the other contracting party to perform public services will be subject is determined and thus reinsurance is prevented.
  • Pensions and/or incomes of those residing in the country of the other contracting party while receiving pension or income are also paid at the new place of residence.
  • In cases such as temporary residence, permanent residence or temporary work in another country, it is possible for an insured person of one contracting party to benefit from health benefits in the country of the other contracting party.
  • Medical tests/examinations of those receiving disability pension and residing on the other side are carried out by the social security institution of the place of residence.

Social Security Agreements to which Türkiye is a Party

In order to protect the rights and interests of Türkiye’s citizens working abroad, social security agreements have been signed between Türkiye and 35 countries so far. In addition to the social security agreements signed with 35 countries, a cooperation agreement in the field of social security was signed with Bulgaria for the payment of pensions in Türkiye, which should be paid according to the Laws of the Republic of Bulgaria, to the people who immigrated to the Republic of Türkiye after 1 May 1989. The social security agreements signed with 35 countries and the cooperation agreement signed with Bulgaria for the payment of Bulgarian pensions are as follows:
