Minister Bilgin signed the Joint Standing Committee Protocol on Labour and Social Security between Türkiye-Azerbaijan


Minister of Labour and Social Security Vedat Bilgin and Minister of Labour and Social Protection of Population of Azerbaijan Sahil Babayev signed the “Joint Standing Committee Protocol on Labour and Social Security and Action Plan along with the Additional Administrative Agreement between Türkiye and Azerbaijan.”

Minister Bilgin convened with Babayev within the scope of 10th Meeting of Türkiye-Azerbaijan Joint Standing Committee of Labour and Social Security.

Addressing a speech prior to the signing ceremony, Minister Bilgin noted that the committee concluded its activities within the scope of the meeting and an action plan consisting of 18 articles was agreed upon.

Conveying that the relations between Azerbaijan and Türkiye were deemed as relations between fraternal communities, Bilgin stated that they were willing to share experiences for their enhancement and organization of all corporate structures in cooperation among themselves.

Minister Bilgin noted that the delight in the eyes of Azerbaijanis reflected subsequent to Karabakh victory was observable from outside and stated, “Karabakh victory is the triumph of our Turkish world in its entirety, Turkish population as a whole. In this regard, this bliss will blossom, continue in every province where our flags wave.”

Touching upon the presence of common issues to be resolved with Azerbaijan, Bilgin continued as follows:

"Forming independent inspection bodies for controlling particularly the system of social insurance, health insurance system and working life is vital in terms of furthering the improvements, innovations carried out by Turkish State of Azerbaijan in the aftermath of independence. Turkish Employment Agency (IS-KUR), Social Security Institution, Health Insurance Institution are within our social insurance system. We have our experiences in these respects. As for the problems we encountered, we gradually surmounted them through reforms. We enabled our health system to attain a corporate structure both inspecting and purchasing service therefrom. 99 percent of our population is within the scope of health insurance. Legal and practical arrangements safeguarding the rights of our employees, comprehensively regulating their social security and pension rights are present. We are sharing these experiences with you. As for the activities of these committees, they proceed step-by-step, we are currently holding the 10th meeting. Hopefully, we will have moved forward to another position when we convene for the 11th time, we will share that as well.”  

Voicing that May 19 is the commencement date of war of independence, date of commemoration of Ghazi Mustafa Kemal Atatürk and youth day, Minister Bilgin stated that convening with the delegation of Azerbaijan and signing the protocol as the result of bilateral cooperation amid this atmosphere were a distinct source of pleasure for them. 

Minister of Labour and Social Protection of Population of Azerbaijan Sahil Babayev underlined that Azerbaijan and Türkiye are fraternal countries and single nation-two states.

Conveying that the standing committee is furthering its endeavours, Babayev noted that both ministries were conducting major activities on the purpose of sharing experiences, preparing new programs and developing support mechanisms for unemployed and job-seeking citizens. 

ollowing the speeches, Joint Standing Committee Protocol on Labour and Social Security and Action Plan along with the Additional Administrative Agreement were signed between Türkiye and Azerbaijan.

Director General for Foreign Relations of Ministry of Labour and Social Security Oğuz Tuncay, Director of Strategy Development Dr. Ali Osman Akalan, President of Social Security Institution Cevdet Ceylan, Director General of Turkish Employment Agency Oğuz Kağan Güldoğan, Head of Department for Agreements of Directorate General for Foreign Relations Dr. Selim Dağlıoğlu and Head of Department for Guidance and Inspection of İstanbul Adem Mortaş attended the signing ceremony.

As for the Azerbaijani delegation, Head of Labour Inspection Unit of the State of Azerbaijan Veli Guliyev, Chief Executive of State Employment Agency Mustafa Abbasbeyli, Chairman of the Board of State Agency of Medical-Social Expertise and Rehabilitation Anar Bayramov, Director General for Social Security Policy Babek Hüseynov, Director General for Foreign Relations İrade Usubova and Head of Department for Protocol of Directorate General for Foreign Relations Muhammed Cabbarlı were among the participants.
