Lutfihak Alpkan was born in Istanbul in 1969. He graduated from the Department of International Relations at Marmara University. He completed his master’s degrees at Boğaziçi Univertsity and Gebze Institute of Technology, and then his doctoral studies on General Management at Gebze Institute of Technology.
He became Full Professor of Management and Organization in 2009. He undertook various administrative positions at both Gebze Institute of Technology and Istanbul Technical University such as Head of Department, Director of Social Sciences Institute, Vice Rector.
Alpkan also served as Undersecretary of Public Order and Security, Member of the Council for Social Policies at the Presidency of Türkiye. He has been serving since 2021 as the Deputy Minister of Labor and Social Security.
Alpkan speaks English and French. He is married with two children.
